CIO COLORADO TEAM
The individuals currently working on the Team assembled to address economic development reform related to Small Business Labor in Colorado includes:

PROBLEM
Government forces businesses to carry out public policy regarding employment benefits without regard to the time and expense such activities pose to small businesses.
ACTION
Part 1 – Make employees responsible for management of their own benefits
It is recommended that the State of Colorado end legal requirements that make employers responsible for purchase of benefits of their employees. This Economic Development Initiation would advanced by legislation prohibiting Colorado employers from making any purchase decisions with regard to health, retirement or other benefits on behalf of their employees.
Part 2 – Implement a merit pay system for all State of Colorado employees
It is recommended that the State of Colorado establish a system regarding pay increases and retention of personnel that is based upon merit. This Economic Development Initiation would advanced by legislation prohibiting the State of Colorado from making any pay increases for any State of Colorado employees without demonstration of merit.
Part 3 – Limit wage increases to State of Colorado employees tied to index of average wages of employees of Colorado small businesses
It is recommended that the State of Colorado establish a system regarding pay increases. This Economic Development Initiation would advanced by legislation establishing an index based upon average wages of employees of Colorado small businesses
