About CIO Colorado...
Now that the elections are over, we the citizens of Colorado need to get to work. We must examine our current economic situation, determine what needs to be changed and where to put our efforts and move forward to make Colorado a better place to do business. It is a widely known fact that nearly all new jobs come from new small businesses.
The U.S. Small Business Administration defines a small business as an independent business with less than 500 employees. Nationally, over the last decade, small businesses have accounted for 60 to 80% of all new jobs created on an annual basis. In 2007, 153,780 new businesses were established in Colorado, bringing the new total to 532,106 small businesses.

Small business created 99.7% of Colorado's net new jobs from 2004 to 2005.
Based upon this fact, it should be obvious that the foundation of any economic development activity should be new small businesses. It is in the best interest of the citizens of Colorado to reform all of its economic development efforts to create a better environment for new small businesses.
Historically, economic development in the State of Colorado has leveraged its proximity to the Rocky Mountains and has catered to large businesses by people who never started a small business.
CIO Colorado will be led by small business owners who understand what it takes to engage in business and the obstacles that limit or prevent them from doing so.
Through this task force we intend to advance Initiatives for change that apply to the government, the private sector or both.
We have adopted the following principals to guide our economic development work
Create a stable business environment – eliminate or mitigate uncertainty so that investors may commit resources to starting new businesses
Do no harm – before imposing any new tax, law or regulation, assure that the net affect is positive
Cut waste – recognize the scarcity of our resources and use them effectively and efficiently to improve Colorado’s business environment.
CIO Colorado will be managed by DaVinci Quest, a Colorado for profit social enterprise dedicated to making the world a better place through innovation management.
